Layyah Combined Cycle Power Plant

The Layyah Combined Cycle Power Plant (CCPP) is a major power generation facility developed to strengthen electricity supply for the Emirate of Sharjah. The project forms part of SEWA’s long-term strategy to increase generation capacity using high-efficiency combined cycle technology. 

The plant was developed by Elsewedy Power for SEWA and represents one of the largest power infrastructure projects in the emirate. Construction was carried out within an active industrial and urban-adjacent environment, requiring controlled delivery, interface coordination, and strict compliance with safety and quality standards. 

ACC was engaged as General Construction Subcontractor, delivering a multi-discipline construction scope in support of the main EPC works. 

ACC Scope of Works

As General Construction Subcontractor, ACC’s scope included: 

  • Civil works 
  • Steel structure erection 
  • Piping fabrication and erection 

These works were executed in coordination with the main EPC contractor and other subcontractors to support plant installation, mechanical completion, and commissioning activities. 

Project Delivery

ACC delivered its scope over a multi-year construction period, working within a large, complex power plant site with multiple work fronts and contractors operating in parallel. Activities were planned and sequenced to align with the overall EPC programme and to support the installation of major power generation equipment. 

Delivery was carried out in line with project HSE requirements and site permit systems, with particular attention to interface management between civil, structural, and piping works. ACC coordinated closely with the EPC contractor to manage access, work boundaries, and handovers as construction progressed through different phases. 

Quality control and construction readiness were key priorities, ensuring that structures and piping systems were installed to specification and prepared for follow-on testing and commissioning. 

Project Outcome

ACC completed its construction scope in support of the Layyah CCPP, contributing to the successful delivery of a major new power generation asset for Sharjah. 

This project demonstrates ACC’s capability to deliver general construction packages on large-scale power generation projects, working effectively within EPC-led delivery models and multi-contractor environments.
