Hail & Ghasha Development Project – Onshore Facilities
The Hail & Ghasha Development Project is a major component of ADNOC’s sour gas programme and a critical part of the UAE’s strategy to achieve long-term gas self-sufficiency. The development includes complex offshore and onshore facilities, with the onshore scope providing processing, utilities, and infrastructure to support safe and continuous operations.
ACC was appointed as General Subcontractor for the Balance Utilities sub-package within the onshore facilities. This package covers multiple disciplines and is essential to enabling plant integration, commissioning, and operational readiness.
ACC Scope of Works
As General Subcontractor for utilities and interconnecting systems, ACC’s scope included:
- Civil works
- Steel structure erection
- Piping fabrication and erection
- Equipment erection
- Electrical and instrumentation works
- Insulation and painting
This multi-discipline scope required coordination across construction, mechanical, and E&I activities, as well as integration with adjacent process units and contractor packages.
Project Delivery
Works were executed within a large, high-risk industrial environment and in line with ADNOC’s safety, quality, and permit-to-work requirements. ACC coordinated multiple work fronts and disciplines to ensure activities were sequenced effectively and aligned with the wider onshore facilities programme.
Particular focus was placed on managing interfaces between utilities systems and process areas, ensuring mechanical completion activities supported downstream installation, testing, and commissioning schedules. ACC maintained close coordination with EPC contractors and client representatives to manage access, work boundaries, and handovers between packages.
Delivery emphasised consistent site supervision, quality control across all disciplines, and compliance with ADNOC technical standards to ensure systems were installed, tested, and handed over in a controlled manner.
Project Outcome
The Balance Utilities sub-package was completed in support of the Hail & Ghasha onshore facilities, contributing to overall project progression and readiness for commissioning and operations.
This project demonstrates ACC’s capability to deliver multi-discipline utility packages on complex onshore gas developments, acting as a reliable subcontractor within strict safety frameworks and highly coordinated, multi-contractor environments.
