ACC was selected to deliver Benin’s largest public works contract — a state-of-the-art government office complex designed to enhance administrative effectiveness and strengthen institutional capacity. Located in Cotonou, the development represents a major milestone in the country’s drive to modernise its public infrastructure and improve operational efficiency across government entities. 

The complex comprises 10 interconnected and integrated office buildings supported by parking facilities, utility networks, landscaped public spaces, and comprehensive security systems. The architectural design focuses on functionality, sustainability, and collaboration, creating a contemporary working environment that supports the evolving needs of government administration. 

ACC is responsible for the complete design and construction delivery of the development, including civil works, architectural finishes, MEP systems, façade execution, and external infrastructure. The project also includes extensive landscaping, access roads, and advanced building management systems. As part of its full-spectrum capability, ACC arranged structured project financing, combining technical delivery with effective funding solutions for public sector development. 

Once completed, the Administrative Office Complex will stand as a benchmark for modern, purpose-built government facilities in the region, reflecting ACC’s commitment to quality, collaboration, and sustainable progress.
