ACC has been selected to deliver one of the Republic of Congo’s most ambitious public infrastructure programmes: the new Governmental City in Brazzaville. The development will consolidate ministries and presidential offices within a modern administrative campus designed to improve operational efficiency, strengthen intergovernmental coordination and support the country’s long-term institutional development.
Supported by funding from the African Development Bank (AfDB) and the Arab Bank for Economic Development in Africa (BADEA), the programme represents a significant milestone in the Republic of Congo’s public infrastructure agenda and further reinforces ACC’s growing presence in Central Africa.

Museum of Contemporary Art of Cotonou (MACC), Benin
ACC is delivering the Museum of Contemporary Art of Cotonou (MACC), a landmark cultural development that will contribute to Benin’s growing arts, tourism and creative sectors. Designed by internationally recognised architects Koffi & Diabaté, the 30,280-square-metre project comprises a museum building, parking facilities, logistics infrastructure, and supporting amenities. Upon completion, the museum will become a major cultural destination, reinforcing Cotonou’s urban transformation and strengthening Benin’s position as a leading cultural hub in West Africa.

ACC is also advancing the delivery of Financial City, the new headquarters of the West African Development Bank (BOAD), and the National Institute of Statistics and Demography (INStaD) in Cotonou. Together, these strategic institutional developments will centralise key financial, administrative, and statistical functions within modern, purpose-built facilities that enhance operational efficiency, collaboration, and public service delivery. Cotonou Cultural and Creative Quarter (QCC)
Further reinforcing its contribution to Benin’s cultural transformation, ACC has also been awarded the Cotonou Cultural and Creative Quarter (QCC), one of the country’s flagship cultural developments. Developed across a 12-hectare site in the heart of Cotonou, the project is designed to establish a regional hub for the creative industry by bringing together artists’ residences, creative workshops, exhibition galleries, retail and dining facilities, leisure spaces, a craft village, and supporting infrastructure within an integrated cultural district. Complementing the landmark arena developed as part of the wider master plan, the QCC will foster artistic innovation, cultural exchange and tourism, while strengthening Benin’s position as a leading destination for art and culture in West Africa.

Guinea: Delivering the Nation’s Largest Government Infrastructure Development
Koloma Administrative City, Guinea
In Guinea, ACC is delivering the landmark Koloma Administrative City in Conakry, one of the country’s largest and most significant government infrastructure developments. Located in the future diplomatic and administrative district of Koloma, the project comprises 12 ministerial buildings, parking facilities, an auditorium, a heritage pavilion and supporting infrastructure across an extensive development site. Now 77% complete, the development represents a major milestone in Guinea’s public sector modernisation programme and demonstrates the ACC’s expertise in delivering complex, large-scale institutional developments.
The project is being delivered under a €284 million financing package arranged for the Ministry of Economy and Finance of the Republic of Guinea. Deutsche Bank acted as coordinating mandated lead arranger alongside Standard Chartered, with the 12-year facility backed by a 100% guarantee from UK Export Finance (UKEF). The way the financing is set up, which includes money from commercial banks and direct loans from UKEF, shows that ACC can help governments build important national infrastructure projects using creative and reliable financing methods.
